Mayor of Sheboygan Admits He’s An Alcoholic

Posted by Jeni | City Citations | Friday 23 July 2010 6:01 pm

Am I a “day late and a dollar short” being that this occured Monday? Yes, I guess I am…had the video and did post it in the private section of the forum Monday night BUT…had mixed feelings about blogging it. However, one comment to me in the many requests received stuck in my head – “…but he made it public himself”. Yes, he did… So, here’s a video of the complete “confession”, if you will, to Sheboygan.

Firefighters Threaten Taxpayers

Posted by Jeni | City Citations | Thursday 24 June 2010 5:56 pm

To get what they want – not what’s best for the community.  This, IMHO, is chilling.   Not the kind of person one really cares to see their hard earned tax dollars going toward… You see, for years now (about 4), the citizen’s by and large have been very upset with the council’s decision to have the fire dept. also run an ambulance service – one that is failing us financially and causing much angst among citizen’s. But there must be something in it for a certain bunch of local yokel politician’s with their brains in their behinds, because they refuse to put the taxpayers first.

Firefighter #2 with veiled threats and attempts to instill fear instead of confidence in who we’ve hired…

And then there’s the former fire chief who totally loses control and starts to rant and holler – this was stunning behavior. One would think his line of work required a cool head but what he shows us here is quite the opposite.

Sheboygan citizens, several more videos of public speakers are posted in the forum if interested. There are some very enlightening facts and figures disclosed (by REAL people, not politicians).

Hometown Gov’t Disregard for Human Life

Posted by Jeni | City Citations | Tuesday 15 June 2010 4:49 am

In September of 2007, some puffed up elected perps had the dangerous idea of combining ambulance service with fire fighting.

First, doesn’t it stand to reason that when a person or entity can (and does) place their focus on one job and one job only, they’ll do that job far better?

Second, when it involves public sector jobs and taxpayers money, shouldn’t there be some serious responsibility to the citizens footing the bills?

Not in Sheboygan.  Less than a handful of alders give a damn.  After – literally (see below) – years of fuss and bother over this issue – and umpteen insults and lies to the taxpayers. now the Council is planning to lift a hiring freeze they pretended to support to hire more firefighters/paramedics.  The Fire Chief played games with the people and the fire stations, closing one down “to meet the budget”.  People became scared that should they be in a district with a closed station, their life could be endangered.  I understand this – but if we had our firefighters doing what they do best – being there for fires and fires only – couldn’t all stations remain open? We would still have an excellent ambulance service to call on – Orange Cross.  (Just for the record, in no way am I affiliated with them, nor do I even know anyone who works there.  I do know people, however, who have sung their praises. Only 1 person in all these years put them down – and that person had a political interest in the FD having the ambulance service. Hello!)

And lets not forget the questionable hiring of the new Fire Chief, who is relentlessly pushing for this.  Also determined by the reckless majority of the CC.

Watching this mess for the last several months there were moments I literally had to laugh at these morons and their indecisiveness and moronic inability to even make sense with all their double-talk, much less handle my money, but now it occurred to me this is really no laughing matter at all.  Disregard for the truth is bad enough, but now they disregard human life.

Firefighters and paramedics literally have people’s lives in their hands. And our local gov’t is toying with both – because they think (and try to say) they can make a “profit” from doing so.  What they have made is a mess – among the work AND the people.

Why did they think they could gamble with our money so recklessly in the first place?  A large majority of the people of this community DID NOT WANT THIS AND SAID SO.  The CC didn’t care. They forged ahead anyway.  So, now we must pay for:

  1. Ambulances
  2. maintaining those ambulances
  3. equipment
  4. maintaining that equipment
  5. more employees on the taxpayer funded payroll (strained to the max already)
  6. firm to handle the billing (apparently the FD isn’t up to that task because they hire out for that – which alder benefited from that?? furthermore, they’re doing a rotten job at it)
  7. supplies
  8. more insurance, etc.

God forbid anyone pays with their life. (Remember, we still have a very competent ambulance service in the private sector – a service that focuses solely on the job at hand – Orange Cross.)

All those expenses – and those are some heavy one’s – would be off our backs. Our unemployment rate is over 10 percent.  People are hurting out here but this Council (and the SASD) just can’t rob us enough.  They think they can “go into business” with our money.

For crying all night, when are we going to stop the insanity.  Public service is just that -service; NOT BUSINESS.  When you try to turn it into a business you change the entire scope of things and send us reeling into the muck and mire of greed and corruption – which is right where we are now.

Here are some archives from the past as this troubled city fought its way through this – so far the people are losing. Can’t we ever learn from our past  mistakes???

The last CC meeting saw us with another 3 man hold on this issue and the hiring freeze lift.  Well, at least we know there are 3 that care but unfortunately, there are 16 total.   Much gratitude extended to the 3 who are trying. At least there are some that have the temerity to stand up and stick up for the taxpayers.

Going Green Takes Greenbacks

Posted by Jeni | City Citations | Saturday 3 April 2010 4:00 am

Sheboygan “went green”.  That’s right…the city enacted a resolution to go “green”.  [  Never Mind Unemployment, Crime. Let’s GO GREEN! ]

Okay now the reason why these things can trip a person’s trigger: THEY WIND UP COSTING TAXPAYERS.  While this isn’t one of the biggest or worst costs, it’s still a cost.  Let more gov’t spending begin:

Agenda for April 7th meeting: 25 – 65 By Ald. Kittelson authorizing the Purchasing Agent to enter into contract for the purchase of energy efficient light fixtures and related accessories for upgrades to lighting in City Hall and Municipal Service Building(s). Referred to Public Works

And that, my friends, is why this type of tomfoolery bugs the living daylights out of proponents of small gov’t.

You have to dig in a little deeper:

  1. What kind of light fixtures and accessories? How many?
  2. What contractor is benefiting from this and by how much? Why aren’t they naming the contractor?
  3. Is this contractor local?
  4. What connection does the contractor have to either the alder with the “bright” idea or any of the other 15?
  5. Is this just the “tip of the iceberg”?  They had quite a long list of “bright” ideas to implement - they’re all posted in the referenced link above.  Is every one of them going to cost us? (Undoubtedly… )

It’s just another ruse to rob more tax dollars – you know, like that corrupt group, PARTNERS…

Go green, indeed. It’s just another smokescreen.

Citizen’s Concerns About Sex Offender Slighted

Posted by Jeni | City Citations | Tuesday 30 March 2010 3:48 am

We have a group of citizen’s in our midst deserving of tremendous credit…they stood up and objected to having a sex offender in their midst. Their concerns? FILED BY COUNCIL MEMBERS.  How incredibly dispassionate and detached can you get from the people you claim to serve?

R.O. No. 442-09-10 (23-20) by City Clerk submitting a petition from various residents in the area of Camelot Blvd. stating that they are against [NAME REMOVED], a sex offender, living at 2113 Camelot Blvd. for safety concerns. A motion to file was made by Ald. Rindfleisch, seconded by Ald. Bowers. All ayes, motion passed.

These are the kind of people truly caring “for the children”. Truly caring about their neighborhood and our community as a whole.

Let’s hope the “dissing” of the Public “Protection and Safety” Committee doesn’t stop others from trying to improve our community. Never, ever, ever quit. (Winston Churchill)

Oh, and meanwhile, 4 more offenders will be joining our midst…

R.O. No. 441-09-10 (23-17) by City Clerk submitting a communication from the State of WI Dept. of Corrections to file an appeal to the Sex Offender Residency restrictions on behalf of State inmate [NAME REMOVED]. A motion to approve to release to the TLP was made by Ald. Bowers, seconded by Ald. Rindfleisch. All ayes, motion passed.

R.O. No. 463-09-10 (24-26) by City Clerk submitting a communication from the State of WI Dept. of Corrections to file an appeal to the Sex Offender Residency restrictions on behalf of State
parolee [NAME REMOVED]. A motion to approve release to TLP was made by Ald. Bowers, seconded by Ald. Rindfleisch. All ayes, motion passed.

R.O. No. 465-09-10 (24-28) by City Clerk submitting a communication from the State of WI Dept. of Corrections filing and appeal to the Sex Offender Residency restrictions on behalf of State inmate [NAME REMOVED]. A motion to approve release to TLP was made by Ald. Bowers, seconded by Ald. Rindfleisch. All ayes, motion passed.

R.O. No. 464-09-10 (24-27) by City Clerk submitting a communication from the State of WI Dept. of Corrections filing and appeal to the Sex Offender Residency restrictions on behalf of [NAME REMOVED]. A motion to approve release to TLP was made by Ald. Bowers, seconded by Ald. (name wasn’t there). All ayes, motion passed.

That TLP must be getting quite full…

(Names removed because I’m not out to pick on the individuals here…names can be found posted in the Sheboygan Spirit forum. Come join us…it’s private.)

Another Child Sex Offender Coming to Town

Posted by Jeni | City Citations | Wednesday 10 March 2010 4:47 am

March 8 PP & S Minutes:
R.O. No. 430-09-10: from State of WI Dept. of corrections to file an appeal to the Sex Offender Registry restrictions on behalf of probationer [name removed], Jr., for Transitional Living Placement. Matt Kraus of the Dept. of Corrections was present. After a review of Mr. [name removed] arrest/conviction history, Ald. Hanna inquired whether he has a spouse or parents that live in the city and have lived here for over two years. Matt Kraus advised that Mr. [name removed] would be on GPS not just the standard electronic monitoring. Ald. Bowers moved to approve the placement of [name removed] in the transitional living placement facility. Seconded by Ald. Rindfleisch. All ayes – motion passed.

Mr. “name removed” is a child sex offender:

Sheboygan County Case Number 1991CF000257
2nd-Degree Sexual Assault of Child Found Guilty at Jury Trial

Sheboygan County Case Number 2007CF000538
Stalking  Guilty Due to No Contest Plea

And after  that, the following was dismissed:
Sheboygan County Case Number 2009CM000922
Lewd, Lascivious Behavior-Exposure Misd. A Dismissed on Prosecutor’s Motion

So, the question is, is this GPS tracking really a fool proof means of preventing an offender from repeating? Hmmm…a little research tells us of the following stories:

  1. Sex offender kills teen while under GPS monitoring, police say - A 13-year-old girl in Washington was killed last month by a registered sex offender who was being monitored with a GPS tracking device.
  2. sex offender removes GPS tracking bracelet, rapes again - A level 3 sex offender in Massachusetts who was wearing a GPS tracking ankle bracelet cut the GPS tracking device off and went off to rape again.
  3. Tracking Sex Offenders With GPS Isn’t A Bulletproof Solution

GPS trackers have to be recharged every day. All an offender need do is not charge it and he’s free to do as he pleases.  They can be criminally charged if they don’t charge it up – but what if they’re homeless and can’t recharge – and can’t be found? (That’s the way many are “fighting back” against the GPS devices they’re forced to wear).

In addition, the device needs to be monitored 24/7. Granted, the monitoring is most often done via a computer; however, a computer cannot speak nor make an arrest, nor stop the offender in an offensive act. Someone has to see something amiss on the computer…or hear the “alert” most  systems send out.  That involves law enforcement resources.

This whole thing gets into many levels of red tape and expense.  They need the device. They need monitoring. If the offender does anything “not allowed”, police response is required whether it’s truly an “offense” or not. If they allow their device to lose it’s charge, police intervention is required. False alarms are known to be a problem, costing time, resources and of course, taxpayers money to follow up on them.

Also, GPS devices often have “technical problems” or develop defects rendering them useless.

And what about those offenders who don’t comply with registry laws?  Like the over-3000 found right here in WI? Who’s tracking them?

And then there’s that “transitional living placement”…another issue entirely. A very ineffective one.

Seems an Alcatraz-like prison (NOT luxury-style) would be far, far less troublesome and costly. And child offenders should be castrated. Just my humble opinion, of course…

Some heavy-handed critics of GPS tracking say it’s just a tool for lazy law enforcement and law makers and more government tracking and political posturing.  Proponents will tell us it saves money – but that’s a bold statement that’s tough to swallow considering what’s all involved.

Never Mind Unemployment, Crime. Let’s GO GREEN!

Posted by Jeni | City Citations | Monday 8 March 2010 7:56 am

Wow, I’m SOOOOO like impressed. Sheboygan’s gone green! Let’s see…we have:

  1. Double digit unemployment.
  2. Streets so bad you need a mack truck to drive on them safely.
  3. Corruption running rampant in the council.
  4. Illegals and the Mexican Mafia/gang bangers/druggies and thugs taking over the city…

But hey, we really took that old bull by the horns – we went green!!

Okay, all sarcasm aside, now that everyone has pandered to this silly notion that humans must take care of the earth, but are so IRRESPONSIBLE that they need “rules and guidelines” after the age of 25, and that God isn’t the one in charge,  let’s inform the world just what Ald. Kliejunas’  “accomplishments” are in her green quest.

If you like this kind of thing, you can get all warm and gushy …

NOW, THEREFORE, BE IT RESOLVED:  That Mayor Ryan, in consultation with City Department heads, appoint an employee from each city department/location to oversee and enforce  the following guidelines to reduce energy, fuel and product use.

  1. Turn off computer monitors and copiers each night.  Full compliance is necessary. City employees are subject to the guidelines.  (Departments/locations may add to these guidelines for further usage reduction).
  2. Individual printers will be eliminated and all printing is to take place on shared office printers.
  3. Information Services will adjust computers so monitors go into “sleep” mode after 20 minutes of inactivity, and with a mouse adjustment “wake-up” right where it left off.
  4. Turn off office lights when not in use, including when leaving for 15 minutes or more.  When possible use natural light instead of electric light.
  5. Install motion detectors for lights in bathrooms – or put small sign at light switch,    “Please turn off light.”  Include other public areas, like hallways, waiting areas, as practical.
  6. Encourage culture of all staff noticing when something is left on and turning it off.
  7. Reduce energy use in over-lit areas by turning off half (50%) the switches and/or replacing with energy  efficient fixtures and bulbs.
  8. Temperatures will be standardized throughout all buildings with the maximum winter temperature at 68 degrees and minimum summer setting at 74 degrees.  Dress appropriately.
  9. Individual space heaters, coffee makers, refrigerators, etc. are not allowed.  Departments utilize shared appliances and turn them off when not in use.
  10. All changeovers must include at a minimum Energy Star and WaterSense rated efficient fixtures, preferably locally and/or regionally produced.  This includes water, electric and natural gas fixtures.
  11. Print double-sided all multi-page documents.  (IT will set double-sided as default on all printers when possible.)
  12. Reset margins narrower on all four sides as policy to reduce number of sheets used.
  13. Reuse envelopes, folders, etc. as many times as possible.
  14. E-mail everything possible instead of hard copies, including City newsletters.  Encourage creation of e-mail folders so emails are not printed unnecessarily.
  15. Ask for or provide large documents and reports on CD’s instead of multiple hard copies.
  16. Promote use of video or telephone conferencing as much as possible. (How about telling the alders to answer their e-mails??)
  17. Employees should carpool to meetings, conferences, etc. whenever possible and walk if within .5 miles of their point of origin.
  18. No idling of engines.  Other than police and emergency vehicles, engines are turned off within two minutes of stopping.
  19. Train for job efficiency with managers coaching employees to carry all the necessary tools and materials to get the job done the first time without returning, and setting up the most efficient routes for pick-ups, deliveries, and plowing.
  20. Match the vehicle with the job – using a smaller vehicle whenever possible.
  21. Regularly check for proper tire inflation.
  22. Get unnecessary excess weight out of vehicles. (e.g. equipment not being used.)
  23. Recycle office paper, newspaper, magazines, plastic bottles, cardboard, phone books and other recyclables according to City Recycling Guidelines.
  24. Encourage employees to bring washable, reusable containers for food and beverages.
BE IT FURTHER RESOLVED:  That energy, fuel and product usage be recorded by the City’s Finance Department, and that a quarterly report be given to each City department/location to measure progress toward the year’s 10% usage reduction.  Additionally, these quarterly reports would be reviewed by the Finance Committee.

On motion by Alderperson Gischia and second by Alderperson Kliejunas, the Resolution was passed on call of the roll:
Ayes:  Bohren, Bowers, Dekker, Gischia, Hanna, Heidemann, Kath, Kittelson, Kliejunas, Montemayor, Rindfleisch, Surek,  VanderWeele, Vue, Wangemann – 15.
Nays:  None.

Now can we move on to some REAL business?  Can we start working to end the corruption in our midst?

Repeat Sex Offenders KILL

Posted by Jeni | City Citations | Saturday 6 March 2010 5:27 am

Surely we’ve all heard about the tragedy of one Miss Chelsea King, 17 year old brutally raped and killed by a repeat offender.

Well, you won’t listen to reason, will you listen to reality?

(March 5) — The convicted sex offender charged with raping and murdering a 17-year-old Southern California girl received too lenient a sentence in an earlier attack and should never have been allowed back on the streets, the victim’s parents and advocates say.

The arrest of John Albert Gardner III, 30, in the death of Chelsea King has caused an uproar as the public wonders whether anything could have been done to prevent the attack. Her parents believe the system failed their daughter.

Laws need to be changed so that registered sex offenders are kept away from children, her father, Brent King, said Friday.

System Failed Chelsea King, Advocates Say

Are we doing enough?

“Partners”: Corruption from Within

Posted by Jeni | City Citations | Wednesday 20 January 2010 6:40 am

Word just in: “Partners” aka Partners for Community Development,  pays the dues for the executive director to be a member of the Yacht Club. In addition to the membership dues, a member of the Yacht Club has to spend a certain amount there each month. So, he holds board meeting at the Yacht Club every month, with Partners paying for lunch for the board members.

It averages about $120.00 each month and the director gets credit for this on what he has to spend each month.

Partners obtains funds from the State and City to “help low income people” and this is where some of this money goes.

That’s just one tidbit … imagine what else could all be going on “within”.  And guess what else? Three members are currently sitting on the Sheboygan Common Council (see link above):

Edward Surek, Chairman of Partners and Alderman in 1st District
Phone: (920) 803-2323
E-mail: evsurek@bytehead.com

Mark Hanna, Alderman, 7th District
Contact: 920-453-9001
Email: mhanna@maritime-ins.com

James Gischia, Alderman, 1st District
Contact: 920-803-0368
(And we all know this one has a “yacht” because he offered a “free cruise” to city employees if they would only fill out their “health survey”…remember?)

So…they claim to be the big “helpers of the poor” while lunching/meeting at the Yacht club.  Simply NO end to the hypocrisy.
